The Comprehensive Plan is a tool for urban regeneration and neighborhood revitalization. The Plan will serve to carry out a comprehensive and profound change in the Lower Part in favor of the well-being of the people who live there and as a social and economic revitalization of the city center. The CUPLPT values the identity elements that distinguish and make the neighborhood unique, as well as claims the elements of historical heritage located in the Lower Part, dealing with the following thematic areas: urban planning, public space, mobility, commerce and activity economy, citizen participation and culture.
Regarding the public space, the following interventions are planned: . Provision of elevators and escalators . The balcony of the Lower Part . The new maritime facade . The new railway gate . The reform of the historic Carrer Reial axis . The reform of the Children’s Square . The reform of the historical axis Apocada . The reform of Plaça dels Carros . The museum space of the Roman theater and surroundings . Reinforcement of greenery and biodiversity
